What is a Certificate of Occupancy (CO)?

A Certificate of Occupancy or CO is a document that is issued by a building official after an inspection of a building and the official finds no violations of the provisions of the code or other laws that are enforced by the department of building safety.

In Georgia the Department of Community Affairs, among other duties, adopts, amends, and mandates the use of certain codes that can be found listed at http://www.dca.state.ga.us/development/ConstructionCodes/index.asp

The short answer is yes. Unless language in the Sales Agreement is altered, the standard language places the responsibility of all inspection on the purchaser. This includes inspecting for termites and other wood destroying organisms.@keep

An inspection is really a process of discovery. A qualified inspector should have a check list of items to look at, operate, test, and evaluate.@keep
Inspectors who belong to a professional association such as the American Society of Home Inspectors (ASHI) are charged with complying with a Standards of Practice.
The standards include all components that shall be inspected and the standards describe how each item shall be observed and what shall be reported on each observed item, component, or condition.
In Georgia a written document (report) must be provided and the report shall cover all the items listed in Senate Bill 143-AN ACT.

There currently are no state licensing requirements. When an inspector claims he is licensed he probably means he has a business license isued by the jurisdiction where is office is located.

This requires some common sense. A finished room or living area does not need to be closed off from the house. Do not test in a basement if the basement is not designed for future expansion.

Windows and doors should remain closed for 12-hours prior to and during the testing period. Normal coming and going is expected and is acceptable.
