Building codes and standards, where do they originate, who implements them and how are they enforced.

In Georgia the Department of Community Affairs, among other duties, adopts, amends, and mandates the use of certain codes that can be found listed at http://www.dca.state.ga.us/development/ConstructionCodes/index.asp

The listing contains mandatory codes that include a building code (commercial), one & two family, mechanical (HVAC), electrical, plumbing, and an energy code.

Each jurisdiction, through their local government, adopts all or a portion of the listed mandatory codes.

Each jurisdiction issues a permit to build or remodel. Some jurisdictions require permits for the replacement of such items as a water heater, HVAC system, or upgrades to the electrical system.

A municipal building inspector inspects each property to determine if the construction complies with the adopted codes.

Smaller jurisdictions can employ a single inspector responsible for the complete construction process whereas larger municipalities have inspectors who only inspect one aspect of the process.

Having said all of this, The following statement or similar language can be found in each of the codes. "The building official shall have the authority to render interpretations of this code and to adopt policies and procedures in order to clarify the applications of it provision."
